论网络中立价值研究的嬗变及其逻辑规律
The Evolvement of Value Research on Network Neutrality and Logic Laws of the Evolution

摘要 近年来，随着学界对网络中立问题的研究逐渐深入，网络中立的价值研究呈现出特定的逻辑规律性。本文通过考察网络中立价值研究嬗变的过程，发现网络中立经历了从推动政府发挥管理职能，到公众基本权利保护和社会多元化治理再到关注社会福利和技术创新等价值研究演进的三个阶段。本文在此基础上，揭示了网络中立价值研究嬗变的内在逻辑规律。目前，互联互通问题成为制约我国信息化建设的瓶颈，因此加强对网络中立问题的研究对解决我国互联网的接入行为问题和结构性矛盾具有积极作用。
This study investigates the evolvement of the value research on network neutrality. As researches continue in recent years, the main focus of this value research has passed through three phrases: promoting government management, protecting citizen basic rights and supporting social governance pluralism, and focusing on social welfare and technological innovation. This study reveals the inherently logical laws in the evolution of value researches on network neutrality. Interconnection and interworking problems have become bottlenecks of informationization in China. Therefore, this study will be a reference when solving problems of internet access behavior and internet structural contradictions
