市场环境下N-1原则的经济效益评价

Abstract:

在竞争的电力市场中,由于各发电公司、电网公司、供电公司分属不同的经济实体,导致在系统运行和规划设计中对影响系统安全可靠性因素的考虑与传统电力系统存在巨大的区别。传统电力系统中的N-1原则在市场环境下是否会得到执行、执行到何种程度将取决于这一指标的执行是否会给相应的公司带来经济利益。在电力市场环境下,针对这一变化,在实现传统电力系统运行安全可靠性的基础上,作者提出了根据N-1原则,在基于经济当量且不影响电网公司用户经济利益的前提下,使电网公司效益最大化的安全性确定方法的数学模型及相应算法。所提算法计算速度快、易于实现。保障合理的系统安全性运行有利于降低总体电价,传统电力系统中的某一安全性指标在市场环境下是否会得到执行、执行到何种程度将取决于其经济当量值,只有当其经济当量值大于零,该安全性校验措施的执行才是可行的,而且经济当量值越大,其性能越优。最后,以IEEE14和IEEE30节点系统为例,验证了所提模型的合理性及算法的可行性
