Abstract:

为更好地总结欧盟电力市场化改革的经验,回顾了第一、二、三能源法案的改革历程,重点论述第三能源法案要点在欧盟国家建立统一能源市场的具体做法。欧盟的路线图和实施方案说明,分步实施和差别协调是非常重要的。此外,还介绍了欧盟国家的10年电网规划方案。
