突发事件下电力应急指挥中心启动辅助决策分析

Abstract:

针对电力应急指挥中心启动没有明确的决策依据且指挥中心时常用于应急指挥外其他工作场景的情况,提出了分级预备状态方案和触发因子方案用于实现突发事件下应急指挥中心的启动辅助决策分析,并重点讨论了分级预备状态方案。设置了三级预备状态,分别对应不同的工作模式。在进行停电严重程度预估的基础上,利用TOPSIS法判断应该进入哪一级预备状态。该方案丰富和完善了电力应急管理运行机制,使得应急指挥中心能够根据决策提前做好相应准备工作,达到资源的合理利用。最后用基于39节点系统的两个算例验证了该方案的合理性和有效性。
