脆弱性视角下京津冀都市圈自然灾害特性分析

Abstract:

自然灾害是致灾因子和承灾体脆弱性相互作用的结果,前者是外因,后者是内因,因此脆弱性是承灾体本身具有的内在属性。在界定了脆弱性内涵和构成的基础上,以统计参数为基础,分析了京津冀都市圈的自然灾害脆弱性指标体系和区域差异,并结合近年来区域自然灾害损失统计数据,讨论了京津冀都市圈的灾害类别、受灾方式及自然灾害特性。研究表明,京津冀都市圈10市的应对-恢复能力和敏感性发展具有同向性,两者的相对发展速度是影响脆弱性的关键因素;区域系统脆弱性对自然灾害影响很大,且在不同灾害条件下,发挥关键作用的脆弱性指标不同;张家口、承德等市自然灾害损失惨重,农业生产规模大、防灾能力差是主要原因。
