海洋石油工程环境风险评估方法研究

Abstract:

随着陆地石油资源的逐步萎缩,海洋石油开发活动愈趋活跃。为有效应对不断增加的海洋石油开发环境风险,全面掌握海洋石油工程风险特点,为海洋环境风险管理提供技术支撑,海洋石油工程环境风险评估势在必行。从自然灾害的基本概念延伸,提出了海洋石油工程环境风险定量评估方法,从工程危险性、环境易损性和环保管理水平等3个方面入手,研究其与环境风险的相关关系;从上述3个要素出发,建立了包括3个一级指标、22个二级指标的风险评估综合指标体系,研究利用层次分析法确定各评估指标的权重值;探索评估指标的量化方法,建立了分门别类的赋值方法、数值归一化方法,最终建立了海洋石油工程环境风险指数的计算方法体系。
