基于AHP-Fuzzy法的公共项目业主安全管理绩效评价
Evalua基于安全系统工程原理和项目管理理论，从合约管理、安全监管、应急管理、作业现场管理、安全文化建设5个维度构建公共项目业主安全管理绩效评价指标体系，建立我国政府投资公共项目业主安全管理绩效评价模型，应用模糊理论和层次分析法实现对公共项目业主安全管理绩效的综合评判，结合工程实践经验，提出提高业主安全管理绩效的对策. 该评价模型既可应用于业主对自身的安全工作自我测评，也可应用于政府安全主管部门对业主安全生产工作的考核评价.tion of public project owner security management performance based on AHP-Fuzzy theory

The system of performance and evaluation of public project owner security management is constructed from five dimensions of security contract management，construction security management，security emergency management，job site and environment management，security culture construction，which is based on principles of security system engineering and project management theory，the performance and evaluation model of pubic project owner security management is established which invested by government，fuzzy theory and AHP is applied to achieve the comprehensive evaluation of public project owner security management performance，the measures of improving owner security management performance is proposed combine with engineering experience. The evaluation model can be applied to the owners for their own security self-assessment，also can be applied to appraisal of safety production work by government security authorities
