Study on Efficiency Optimization of R&D Resources Allocation in Shanghai

Abstract:

Based on the R&D activities of Shanghai’s high-tech industries during 2010 to 2012, this paper uses super efficiency DEA model to analyze and evaluate the R&D efficiency of Shanghai’s high-tech industries. The results show that the R&D efficiency of Shanghai’s high-tech industries has dissimilitude. The R&D efficiency values of some high-tech industries are relatively low. There are many redundancies of R&D personnel input. The input and output structure needs to be optimized. Based on this, the paper summarizes the problems in the R&D activities of Shanghai’s high-tech industries and puts forward some countermeasures.
