O programa Morar Carioca e a urbaniza o de favelas da cidade do Rio de Janeiro

This article intends to discuss the programs of slum upgrading that have been developed in recent decades in the city of Rio de Janei-ro, with emphasis on the recent program Morar Carioca , launched in 2010. Changes in the relationship between State and slum communities, between the 1960’s and 1990’s will be exhibit-ed at first. Afterwards Favela/Bairro program, that was developed during the 1990s, and Morar Carioca, which will be implemented from 2011 on, and will integrates the efforts to prepare the city of Rio de Janeiro for the 2016 Olympics and the 2014 World Cup Championship, will be presented. Finally, it'll be presented a con-clusion considering the challenges of this new program, that rep-resents a consequence of the slum’s consolidation as a legitimate habitat in the city, and must be target of urban projects and social improvement programs.
