Respuestas estatales en torno a la alimentación y al cuidado: los casos de los Programas de Transferencia Condicionadas de Ingreso y el Plan de Seguridad Alimentaria en Argentina

Although the human rights approach has been installed in the academic and political debates to address development public policy, the range of social programs to fight against poverty and assisting vulnerable sectors of society have only resulted in programs with filters of rights applied, revamping old targeting practices with a rhetoric of rights. Also the recipients (receptores) of social programs suffered the shrinking process of the state in providing public and social services. This restriction was transferred directly to families, and within them, especially women, the resolution of issues related to social reproduction and care. This phenomenon is called crisis of care . So far, these issues (feeding and care) have been studied in isolation, ie not analyzed the intersection between different dimensions in order to construct an object of study defined with specific relevance. This research examines the linkages between the adoption of a rights approach and the underlying logic of social programs (PTC PSA) applied to Argentina in the context of post-crisis period 2001-2002. At the empirical level explores the modality under which the care and feeding strategies are linked together, how you provide care to large segments of the population and the interwoven relationships between these strategies used mainly by women care providers and other stakeholders
