This paper presents a method for locating and recognizing vehicle license plates. The proposed method consists of two major stages: (1) extraction of the license plate region and (2) recognition of the plate. In the first stage, a robust scheme of morphological operators extracts the license plate region from the input image. In the second stage, a process for generating license plate candidates is performed using a template matching technique, followed by heuristics to determine the recognized plate. Preliminary results show that the method may be a good alternative for applications involving the recognition of vehicle license plates.
