生态和谐的蕴义与愿景：政府、公民与社会的环境目标
The Connotation and Vision of Ecological Harmony: Government, Citizen and Society’s Environment Objectives

随着现代工业社会的单向度发展，生态问题日益突出并持续恶化。全球环境问题已经成为了众多政治问题的一个重要方面。实现生态和谐已成为政府、公民以及社会所共同追求的环境目标。本文从生态政治、生态公民以及生态社会三个维度出发讨论生态和谐，指出生态和谐是生态政治的终极目标，生态政治则是生态和谐的制度保证；生态和谐是生态公民的生活愿景，生态公民则是生态和谐的主体人群；生态和谐是生态社会的有机构成，生态社会则是生态和谐的环境依托。并进一步提出了要想实现生态和谐需要政治方面的政策引导、公民方面的行动支持以及社会方面的环境保障。
Along with the development of modern industrial society, ecological problems have become prominent increasingly and continued to be worsen than before. Global environmental problem is now an important aspect among numerous political issues. Realization of the ecological harmony has become the government, citizen and society’s common goal. This article will discuss the ecological harmony from three aspects as the political ecology, ecological citizenship and ecological society. It will further put forward to the policy guiding about realizing ecological harmony, approving in terms of action from civic and social envi-ronmental guarantee.
