21世纪初东盟高等教育质量保障机制探究

Abstract:

进入21世纪,东盟10国高等教育质量保障机制日渐完善:泰国、马来西亚和菲律宾等东盟国家都建立起了国家外部质量保障机制,其他国家也正尽力促进质量保障的建立。菲律宾高等教育质量认证体系个案表明,其高等教育质量保障有着较长的历史,质量保障程序较为完善,具有独立性等5个特点。描述东盟7个质量保障机构运行模式发现,它们已经成为东盟教育质量保障的主要依靠力量。
Entering the 21st Century, the mechanism of quality assurance(QA) of higher education(HE) in Association of Southeast Asian Nations(ASEAN) is grown up: ASEAN countries such as Thailand, Malaysia and Philippine have established their own the mechanism of external QA, while others are developing their own. The case study of the system of HE quality accreditation of Philippine shows, with a long history the QA procedure is relatively complete, and owes 5 characteristics such as independence. By describing the mode of 7 QA agencies in ASEAN, they already become the crucial strength of ASEAN QA of higher education.
