In this paper arguments are developed in order to show that there are three basic levels of action: the levels of autonomous action, volitional action, and reasoned action. It is shown further that these distinctions have an evolutionary and neurophysiological basis, since they correspond respectively to the archipallium, the palleomammalium brain, and the neopallium.
