This article aims at understanding the way social actors are constituted and the way they act in the State sphere, especially in participatory forums. We examine two different theoretical perspectives regarding the relationship civil society-institutions-state actors: the fi rst stresses the attributes of the civil society and its actors, as these attributes are seen as capable of explaining the actions of social actors. The second emphasizes the importance of institutions and state actors in the modeling of social actors’ identities, interests and strategies. We also discuss a third perspective, which highlights the relationship between these two poles, and is considered more suitable for the analysis of political action in participatory forums. O artigo tem por objetivo compreender o modo como atores sociais se constituem e atuam frente ao Estado e, mais especificamente, em fóruns participativos. Para isso apresenta perspectivas teóricas que ressaltam que as rela es de interdependência entre a sociedade civil e as institui es e atores estatais. As análises s o classifi cadas em duas perspectivas. A primeira enfatiza os atributos intrínsecos da sociedade civil e de seus atores, tratados como elementos explicativos do modo como ocorre aquela a o. A segunda enfatiza a importancia das institui es e de atores estatais na modelagem de identidades, interesses e estratégias de atores sociais. O artigo argumenta que uma terceira perspectiva, que acentue as interrela es entre esses polos, pode ser mais adequada à qualifi ca o das análises sobre a atua o política em fóruns participativos.
