De Vargas a Collor: urbaniza o e política habitacional no Brasil

The historical analysis of theBrazilian urban reality, observed fromthe point of view of the inhabitatingpolicies adopted from thecorresponding period of the Vargasgovernment to Collor government,demonstrates that the logic of theprivate appropriation, therefore thelogic of the profit, has guided the actionof the State. The Financial System ofHabitation/ National Bank ofHabitation (SFH/BNH) has been themain example of this logic, that wasundoubtedly the most importantapplied inhabitating program in Brazil.
