In 2001, the Gothenburg EuropeanCouncil adopted the Sustainable Development Strategy of the European Union, which had anexternal dimension in Barcelona in 2002. In 2005, the European Commission, the publication inFebruary, launched a review process of the strategy, a critical assessment of progress since 2001,which points several courses of action. It revealed some unsustainable tendencies, with negativeeffects on the environment, which could affect the future development of the European Union,namely climate change, threats to public health, poverty and the social exclusion, exhaustion ofnatural resources and erosion of biodiversity. After identifying these problems, in June 2005,Heads of State and Government of the European Union countries adopted a Declaration on theguiding principles of sustainable development. After long negotiations, the EuropeanCommission presented on 13 December 2005, a proposed revision of the Gothenburg strategy of2001.
