Abstract:

The Ottoman Empire, a Turco-Islamic state, developed a combined organisation of state, depending on the laws of Islam, traditions and the former applications of state on the conquered lands. The chief concern of the Ottoman administrative structure was to extend the supreme authority of the Sultan. The central and provincial administration and the Army were submitted to the Sultan’s absolute authority. The Ottoman rule at the centre was composed of the Sultan and the Sultan’s Palace. The official centre of administration consisted of the Sultan, the Grand Vizier, the Palace, the Divan- Hümayun and the Army. Additionally, the Kul System flourished the Sultan’s realm in the remote areas of the Empire. This study touches upon both information and some thoughts on the inital state organisation and functions of the Empire, its state concept and administration, law, central administration, Divan- Hümayun, the T mar(fief) and the Kul Systems in the Ottoman Classical Age.
