"CUANDO EL RíO SUENA, PIEDRAS TRAE": RELAVES DE COBRE EN LA BAHíA DE CHA ARAL, 1938-1990 "IF THE RIVER SOUNDS IT IS BECAUSE IT IS CARRYING ROCKS": COPPER TAILINGS IN THE BAY OF CHA ARAL, 1938-1990

Desde la perspectiva de la historia ambiental, en este trabajo se analiza el impacto de la Gran Minería del Cobre en la provincia de Cha aral entre 1938 y 1990. Específicamente se reconstruye la historia de las 350 toneladas de relaves que fueron vertidas en el río Salado y el Oceáno Pacífico primero por la empresa norteamericana Andes Copper y posteriormente por Codelco-Chile. Mientras las autoridades decidieron ignorar el problema, los habitantes locales articularon tempranamente un discurso de denuncia de las prácticas contaminantes de la empresa. Asimismo, este artículo problematiza la idea de que la nacionalización representó un quiebre radical en la industria del cobre, resaltando, a través de la historia ambiental, la existencia de importantes continuidades. From the perspective of environmental history, this article focuses on the impact ofthe Large Scale Copper Industry on the province of Cha aral between 1938 and 1990. More specifically, it looks at the history beyond the 350 tons ofcopper tailings disposed in the Salado river and the Pacific ocean, first by the U.S. company Andes Copper and later by Codelco-Chile. While local authorities decided to ignore the problem, local residents articulated a critical discourse, denouncing the polluting practices of the company. Moreover, this article raises questions about the traditional assumption that the nationalization represented a break in the history of the copper industry, showing -from the perspective of environmental history- the existence of important continuities.
