2012 Local Election. Domination and ImbalanceKeywords: ultra-dominant party , moderate pluralism , extreme pluralism , proportional reprezentation , majority voting Abstract: The paper contains an analysis of the results of local elections in June 2012 detailing the systemic implications of electoral hierarchy. The author notes the disparity in the political scene and the atypical nature of the party system, quantitatively moderate pluralist” and functionally – pluralist extreme”. The author’s conclusion is that the party system is unbalanced, with a ultra-dominant party. The study draws attention to the relevance of local elections on the parliamentary, noting that the current balance of power makes the electoral moment at the end of the year predictable, at least in the top hierarchy election.
