Le corporatisme agrarien au Maroc La trajectoire de l’Union marocaine de l’agriculture Agrarian Corporatism in Morocco: a history of the Moroccan Agricultural Union.

Le secteur agricole a joué un r le très important au Maroc durant le long règne d’Hassan II. La politique agricole a reflété les rapports de forces politiques et la capacité des élites agricoles alliées au Tr ne pour influencer les processus de décision. Cependant, les orientations traditionnelles de cette politique ont été remises en cause, depuis la fin des années quatre-vingt, par la libéralisation du commerce international et les contraintes financières du pays. Dans cet article, nous proposons d’apporter des éléments d’information sur l’évolution de cette politique et l’articulation des intérêts agricoles à travers le prisme de la trajectoire de l’Union Marocaine de l’Agriculture (UMA). Cette organisation professionnelle a prétendu, depuis sa constitution en 1958, au monopole de la représentation des intérêts des agriculteurs marocains, et donc du monde rural. Ce faisant, l’UMA a longtemps joué le r le d’un véritable lobby agraire au sein des différentes institutions du royaume. Cependant, elle semble avoir perdu sa fonctionnalité à la fin des années quatre-vingt-dix, son r le et son avenir étant depuis lors entourés d’incertitude. The agricultural sector played an important role in Morocco during the long reign of Hassan II. Agricultural policies reflect competing political interests and the ability of the agrarian elites close to the throne to influence the decision-making processes. However, beginning in the late 1980’s such traditional orientations have come to be questioned in light of international trade liberalisation and the financial limitations of the country. In this article we propose to review these policies in their historical context and with a view to the articulation of the agricultural interest by the Moroccan Agricultural Union (UMA). This professional organisa-tion has monopolized agricultural representation since its inception in 1958 and hence, the representation of rural interests. In so doing the UMA has for long played the role of farm lobby before the various institutions of the kingdom. This said, it appears the organisation has lost some of its functionality at the end of the nineteen-nineties, with the result that its role and future are since clouded with uncertainty.
