The problem of insuf cient nancial resources of the State Social Insurance Budget, re ected in its growing de cit, is quite current. In this context, the institution responsible for the administration of the public pension system, namely the National House of Public Pensions, should operate in a more ef- cient manner with the available resources that are smaller than the demand. Reality, however, shows a different situation: irregularities, errors and de ciencies in the administration of the public pension system, resulting in a substantial damage. This diminishes the rights of today’s and tomorrow’s pensioners.
