Províctima... una paradoja? Análisis sistémico de la Procuraduría Social de Atención a Víctimas Províctima... a paradox? A systemic analysis of the Procuraduría Social de Atención a Víctimas

El artículo analiza, desde la teoría de sistemas, las limitaciones y los alcances de la Procuraduría de Protección a Víctimas (Províctima), creada el 6 de septiembre de 2011 por el gobierno de México para atender a las víctimas del delito. Para hacerlo se considera a esta procuraduría como una paradoja del sistema, por lo que se realiza el análisis de dicho concepto y su implicación con la operación del sistema. Asimismo, se reflexiona en torno a la creación de la categoría "víctimas del delito" como parámetro de operación de la institución y la concordancia con el marco legal nacional e internacional. The article uses systems theory to analyze the limits and scope of the Office for Victims of Crime (Províctima), created on 6 September 2011 by the Mexican government to provide services for crime victims. It regards this office as a paradox of the system, as a result of which it undertakes the analysis of this concept and its implications for the operation of the system. It also reflects on the creation of the category of crime victims as a parameter of the operation of the system and its alignment with the national and international legal framework.
