Cities are particularly vulnerable to the effects of climate change. Local governments play an important role in implementing climate change policies as key actors in coordinating, facilitating and implementing climate change actions. This paper explores the factors that enable and hinder local governments to take action in terms of climate adaptation through an analytical framework that accounts for vulnerabilities and urban governance to build resilient cities.
