REFERENDOS CONSTITUCIONALES: LEGITIMIDADES REDUNDANTES EN PROCESOS DE CAMBIO CONSTITUCIONAL EN LOS PAíSES ANDINOS CONSTITUTIONAL REFERENDUMS: REDUNDANT LEGITIMACY IN PROCESSES OF CONSTITUTIONAL CHANGE IN THE ANDEAN COUNTRIES

Este artículo se centra en los referendos constitucionales de los cinco países andinos, definidos como Bolivia, Colombia, Ecuador, Perú y Venezuela. La primera parte describe los seis referendos constitucionales que tuvieron lugar en la región. En la segunda, se muestra que estos eventos no fueron expresión de "poder ilimitado", y se realiza un énfasis tanto en sus funciones como en sus límites. En las conclusiones, se recapitula para mostrar la tensión entre democracia y liberalismo, como óptica para entender las legitimidades redundantes. This article focuses on the constitutional referendum of the five Andean countries, defined as Bolivia, Colombia, Ecuador, Peru and Venezuela. The first part describes the six constitutional referenda held in the region. In the second, it shows that these events were not an expression of "unlimited power" and place an emphasis both in function and in its limits. In the conclusions, is summarized to show the tension between democracy and liberalism, as to understand the legitimacy optic redundant.
