Especializa o, emprego e vantagem competitiva nos setores econ micos do Rio Grande do Sul: governos de FHC e Lula = Specialization, employment and competitive advantage in economic sectors of the Rio Grande do Sul: governments of FHC and Lula

O trabalho tem como objetivo avaliar a evolu o do emprego e identificar os setores econ micos do Estado do Rio Grande do Sul que apresentam vantagem competitiva e/ou especializa o nos governos de FHC e Lula. Na análise, utiliza-se o método estruturaldiferencial e dados da RAIS. Conclui-se que o emprego aumentou mais no governo Lula do que no governo FHC, no Brasil e no Rio Grande do Sul, e a taxa de crescimento estadual foi menor do que a nacional nos dois governos. Além disso, dos 25 setores analisados, a regi o apresentou vantagem competitiva em 13 deles no governo FHC e 4 no governo Lula, o que indica que os fatores internos n o foram os principais determinantes do desempenho regional. A especializa o também foi maior no final do primeiro governo (13) quando comparada ao segundo (12). O Estado, por ter uma dinamica setorial mais fraca do que a nacional, mesmo com crescimento, teve 9 setores dinamicos (com especializa o e vantagem competitiva) no final do governo FHC e 3 no final do governo Lula, sendo a indústria de material de transporte e a indústria da madeira e do mobiliário os principais destaques. The study aims to evaluate the evolution of employment and identify the economic sectors of the state of Rio Grande do Sul that have competitive advantage and/or specialization in the governments of FHC and Lula. In the analysis, is used the structural-differential method and data from RAIS. It follows that employment increased most in the government Lula than government FHC, in Brazil and in Rio Grande do Sul, and the growth rate of state was lower than in the two national governments. Besides, of 25 sectors analyzed the region showed competitive advantage in 13 of them in government FHC and 4 in government Lula, which indicates that internal factors were not the main determinant of regional performance. The specialization was also higher at the end of the first government (13) when compared to the second (12). The State, for having a dynamic sector weaker than the national, even with growth, had 9 dynamic sectors (with specialization and competitive vantage) at the end of government FHC and 3 at the end of government Lula, being the industry of transport equipment and the industry of wood and of furniture the main highlights.
