A experiência da Implementa o da Gest o Orientada para os Resultados em PortugalKeywords: New Public Management , State Reform , Portugal Abstract: In Portugal there have been several attempts to introduce management by objectives. These initiatives are the result of the influence of New Public Management and the ideas from international reform experience. The literature on reform administrative states that the institutional bureaucracies resist change, particularly when it challenges the practices and procedures in place. This is source of continuity embedded in culture and that is reproduced according with the ‘genetic code’ of the organization. The analysis of the implementation of objective oriented management by the Portuguese public sector shows that although the will of reformers to introduce these instruments exists, still these do not exist as a widespread practice. Recent experience has shown that resistance to change, the lack of preparedness to use these instruments and the absence of a culture based on managerial values limits the success of this reforms.
