Think tanks en Chile: estilos y prácticas tecnocráticas en la formación de políticas

For a long time, the technocratic focuses have tended to ignore the critical steps of the design process, negotiation, approval and application of public policies. These styles and practices seem to be deeply set up not only in the Chilean State but also in the actors and the mechanisms used to spread political ideas where these think tanks stand out. This fact might contribute to deepen the contradiction between offers of a wider opening in the process of implementing policies versus a kind of “real will” from the relevant actors who resist the attempts of designing policies from “bottom to top”. The aim of this work is to present a preliminary discussion about the influence of the technocratic component in the styles and practices of the local think tanks which seem to be controversial concerning the strategy of opening the political cycle.
