Local governments have responsibility for providing a variety of public goods and services that are financial articulated as items of expenditure in governmental budgets. These authorization and apportions are central to political process of determining who gets what. However, for every rupee of expenditure, there is a rupee of revenue – a rupee that must be drawn from private sector consumption or saving and transferred to the public sector.
