Estado informacional: implica es para as políticas de informa o e de inteligência no limiar do século XXI Informational state: implications for information and intelligence policies at the beginning of the 21th Century

O artigo discute a redefini o do Estado que de burocrático passa a se denominar Estado informacional, um Estado que controla a informa o e seus fluxos em uma nova forma particular de poder. O problema é analisar como essas mudan as acarretam implica es na constru o de políticas de informa o e de inteligência. A prioridade ao se construir políticas que sustentem esse novo formato de Estado é que ele nomeia-se pelo discurso da transparência, mas ainda reflete estruturas de autoridade detentoras de conhecimento, muito além de temas obrigatoriamente sigilosos como o da seguran a nacional. The article discusses the redefinition of the State that goes from bureaucratic to an informational State, a State that controls the information and its flows in a new particular form of power. The problem is to analyze how these changes result in the implications of the building of information and intelligence policies. The priority when building policies that support this new form of State is that it points toward the discourse of transparency, but still reflects structures of authority in possession of knowledge, beyond compulsory confidential issues, like national security.
