Mehmet kif’s view to Russians is negative because of Panslavist-emperialist policies that carried out by Russian Tsars and the long-term Ottoman Russian Wars in 19th century. The Central Asia, Caucasia and Balkan nations of problems and sorrows that suffered from Russians, have been expressed usually in the falling period of Ottoman State’s in kif’s poems. But expressing these, kif did not become an enemy of Russian peoples.
