Comittee of Union and Progress’ attempts for controlling Meshihat institution in the Ottoman second constitutional monarchy is held in this article. During the early days of second constitional period, the role which was played by the Meshihat in overcoming the cabinet crisis has shown that this institution is still effective in politics. During opposition movements against Abdülhamid II, The Committee of Union and Progress which had support of some members of ulema class sought to controll the Meshihat institution to legalize its own policies in the second constitional period. Appointment of Musa Kaz m Efendi who was a Sheikhulislam for a long time in the second constitiuonal monarchy period to the Meshihat was related with Comittee’s these attempts.
