ámbito de Aplicación de la Ley No 19.496 Sobre Protección de los Derechos de los Consumidores Statutory Act No 19.496 on the protection of the rights of consumers

En el presente trabajo se exponen las normas generales que determinan el ámbito de aplicación de la Ley No 19.496, modificada recientemente por la Ley No 19.955. Se examinan especialmente los conceptos de consumidor y proveedor, planteándose además que los requisitos relativos a la naturaleza mixta del acto y a la falta de regulación legal especial, tradicionalmente exigidos para aplicar la Ley a un acto o contrato, han perdido gran parte de su vigencia. This paper presents the general rules establishing the prescriptive jurisdiction of Statutory Act No 19.496, recently amended by law no19.955. Concepts of consumer and supplier are thoroughly examined. The author asserts that the standard conditions demanded to make this Act applicable to a contract, namely, the particular nature of the transaction and the lack of specific statutory regulation, have lost most of their force.
