Durante 2008 se fue agotando la agenda de reformas que viene llevando adelante el gobierno del Presidente Vázquez y se fue configurando el escenario de competencia electoral hacia 2009. Los ajustes a la reforma tributaria y la reforma de la ense anza constituyen las últimas medidas relevantes del gobierno en materia de políticas públicas. En ese contexto los principales acontecimientos políticos giraron en torno a relevantes cambios en la composición del gabinete ministerial y a la proclamación de las precandidaturas presidenciales en los principales partidos políticos. Asimismo, el cuarto a o del gobierno de izquierda se caracterizó por un creciente conflicto entre el Presidente y su partido expresado en desavenencias en materia de salud reproductiva, derechos humanos y candidaturas presidenciales. Additionally, the fourth year of the leftist government was characterized for a growing conflict between the President and its party, expressed in disagreements in the fields of reproductive health, human rights, and presidential candidacies.
