Exclusión social severa y sinhogarismo. Qué opinan las personas usuarias sobre los recursos? Severe Social Exclusion and Homelessness. What Do Users Say About Homelessness Policies?

A través de este estudio queremos trabajar las percepciones y valoraciones de las personas sin hogar en torno a los recursos existentes para hacer frente al sinhogarismo. Para ello se han realizado 32 entrevistas en profundidad a personas sin hogar que duermen en la calle o en algún tipo de dispositivo nocturno dentro del territorio histórico de Bizkaia. Como resultados principales pueden subrayarse, por un lado, que los recursos mejor valorados por el colectivo son los centros de día; por otro lado, nos encontramos con que el recurso más criticado por la mayoría del colectivo, son los albergues. Entre las demandas planteadas por las personas sin hogar, sobresalen las de tener una mayor intimidad dentro de los recursos, la ampliación de los horarios de los centros y el aumento de taquillas para poder dejar sus pertenencias. De igual forma, se detectan dos grandes tensiones dentro del colectivo: la pugna entre la rigidez y la flexibilidad dentro de los recursos y la competencia por el acceso a los mismos entre la población autóctona y la extranjera. In this study we analyze the perceptions and asessments of the homeless about the existing resources to tackle homelessness. Therefore, we have done 32 in-depth interviews to homeless people that sleep on the street or in some sort of night device into the historical territory of Bizkaia, in the País Vasco. The main results underline that the resources most valued by the homeless people are the day care centers. On the opposite side, the least valued resource is the shelters ("albergues"). Among the claims raised by these people, we could be highlight: to have a greater intimacy within these resources, the extension of the work centers hours or the increasing of private spaces to leave their belongings. In the same way we have detected two main strains. The first concerns to the struggle detected between rigidity and flexibility, and the second, is the competition for access to the existing resources between the national and foreign homeless people.
