A descentraliza o da gest o: das políticas educacionais às práticas escolaresAbstract: In this work we analyze how the school leads the creation and sustaining process of a favorable place to the power decentralization and to the full participation of the school community in the management process, looking for the connections present between the educational policies in macro level and its effectiveness in the school practices. It was used as the analysis source, the Political Pedagogical Project, the School Regiment and interviews with ten teachers of the Municipal Public Network /RS. In the study we indicate that the theme in discussion is treated as concession and not as right, making impossible the community to assert their ideas and define the management direction. We demonstrate a farther position from a collective and decentralized purpose of work, considering the work division between a group that 'thinks' and the group that performs. This reinforces the need of building a collective, critical and centralized work in the face of substantial changes in the school organization.
