Technical competence concept includes proficiency of the personnel,test procedures and equip ipments. Selection and training of the appropriate personnel, identification and development of the test methods in course of the requirements, achievement of the quality control by continuous monitorization of the test methods, application of appropriate equip ipments for the test methods with follow-up of environmental and settling conditions are also included in this concept.
