LOS CONVENIOS DE COOPERACIóN ENTRE COMUNIDADES AUTóNOMAS: MARCO NORMATIVO Y PROPUESTAS DE REFORMAKeywords: cooperative federalism , constitutional reform , shared competences , agreements Abstract: This study contains an analysis of the regulation in the so-called constitutionalityblock of the cooperation agreements and commitments between AutonomousCommunities. The meaning and scope of Article 145 of the Constitutionand its statutory development is thus examined. In this regard, theregulation implemented in recent statutory reforms is also analysed in orderto show that the existing defects have not been corrected. The work analysesthe various statutory concretions of the “own services and management”and “communication to the Courts” syntagms, as well as the procedures toformalise the agreements within the Autonomous Community. The conclusionreached is that the system is too rigid and under-operative, so from theperspective of cooperative federalism, it must be defended that reforms arerequired and these are listed at the end of the study. Cooperation in general,and horizontal cooperation in particular (even though important stepshave been taken recently in the right direction), continue to be a subjectpending for the Autonomous State.
