Because Afghanistan launched a neutral and nonaligned policy in the 1930s, Western interest in this country remained minimal. The Soviet military invasion of Afghanistan in 1979 drew the world’s attention to Afghanistan and ever since Afghanistan has become one of the major issues in international politics. Since 1979, Afghanistan has been a theater of occupation, civil war and conflicts, and in need of political and economic stability. Creating stability in Afghanistan requires consideration of not only the recommendations of external forces that caused the chaos but also the views of local powers with a consideration of the social structure between the central government and the local powers. This article initially covers the historical background of Afghanistan’s geographical and social seclusion. Then, it examines the unresolved power struggle between the central government and the local powers.
