The period starting with the discovery of coal in Zonguldak Ere li, has continued with the processing of the coal as well as marketing it to domestic and foreign markets. During the Ottoman period, the production of coal was done by means of domestic and foreign investors but the target production goal could not be reached. Although in 1867 the Dilaver Pasa Regulation required obligatory work until the target production goal was met, the result did not change. Once the Ottoman Ministry of the Navy permitted the sale of 40% of the coal production, both the capital flow and the production of coal increased. Nevertheless, the foreign capital owners have always acted according to their own benefits and the coal production remained low.
