This article examines the problems of Erzurum in the early twentieth century in light of a special report presented to the sultan by the city governor Mustafa Naz m. The detailed report narrated not only the road, bridge, school and hospital needs of the city but also explained its position in trade and agriculture. This article highlights the key features of this report and presents the social and economic position of Erzurum prior to the 1908 Young Turk revolution.
