REORGANIZA O BUROCRáTICA, INSTITUCIONALIZA O E GOVERNAN A CORPORATIVA: UM ESTUDO EM UMA EMPRESA DE ECONOMIA MISTA

Esta pesquisa aborda o estudo das rela es existentes entre burocracia, institucionaliza o e governan a corporativa. A pesquisa é exploratória, descritiva, bibliográfica e utilizou os recursos da telemática. Primeiro, foram apresentadas algumas teorias que evidenciam a readequa o dos instrumentos burocráticos para atender as necessidades dos sistemas organizacionais, em decorrência de transforma es em seus ambientes. Em seguida, os fundamentos da Teoria da Institucionaliza o. Posteriormente, foi apresentado o conceito de governan a corporativa, que nesse estudo aparece como instrumento importante de reformula o dos fundamentos da estrutura burocrática, com sua institucionaliza o nas organiza es, como método de gest o e controle da realiza o de objetivos estratégicos. Finalmente, foi realizado o estudo de caso sobre a Cia de água e Esgoto do Ceará - Cagece. Os resultados mostraram que essa sociedade de economia mista, quando foi criada, se apresentou como uma inova o, que foi institucionalizada como um novo arranjo estrutural de tipos de empresas federais e estaduais. Ao adotar a governan a corporativa, a Cagece confirmou que a reorganiza o burocrática apareceu em seu processo de moderniza o, como principal instrumento de institucionaliza o. Abstract This research addresses the study of the relationship between bureaucracy, Institutionalization and corporate governance. The research is exploratory, descriptive, bibliographic and used the resources of telematics. First, were presented some theories that emphasize the upgrading of bureaucratic instruments to meet the needs of organizational systems, due to changes in their environments. Next, were presented the fundamentals of the Theory of Institutionalization. It was later introduced to the concept of corporate governance, which in this study appears as an important tool reformulation of the foundations of the bureaucratic structure, with its institutionalization in organizations, as a method of managing and control the implementation of strategic objectives. Finally, was performed the case study on the Cia de água e Esgoto do Ceará - Cagece. The results showed that, this company of mixed economy, when it was created, presented himself as an innovation that was institutionalized, as a new structural arrangement of types of federal and state companies. By adopting the corporate governance, the Cagece confirmed that the bureaucratic reorganization appeared in its process of modernization as the main instrument of institut
