ENDOWMENTS: THEIR PLACE IN THE SYSTEM OF FINANCING OF HIGHER EDUCATION AND EXPERIENCE OF THEIR USE IN RUSSIA AND ABROAD

The present paper demonstrates that existing methods of financing of organizations of higher education in Russia cannot be used as a supporting ttool for knowledge production, which leads to decrease in quality of educational services in the field of higher education. Endowments are proposed as a tool of financing. Endowment statistics for Russia and other countries is given. Obstacles that hinder development of endowments in Russia are analyzed.
