WORLD AND NATIONAL EXPERIENCE IN GOVERNMENT REGULATION OF FOREIGN LABOR FORCE

The article includes a generalized description of the approaches and methods instate regulation of the processes of attracting foreign labor force, that implementedby developed countries. The author identifies a number of objective factors causingthe necessity for active government intervention in migration process, examines tasksand system of functional elements in the process of migration management in developed countries. The article also reflects special features of Russian nationalexperience of state regulation of external labor migration in the 1990s and 2000s.
