In this study, It is aimed to contribute to the history of Ottoman Empire s provincial government. Accordingly it is tried to determine the local factors lying behind the struggles of settlements of Vakf kebir, arl and Tonya, which became neighbours with the process of modernization that started with the Reforms, to become kaza or to stay as nahiye as well as the historical process of these struggles. This study tries to understand the social-political background of the struggles, considering the utmost efforts local notables showed to shape the modernization movement in governmental sections. The subject is supported by the knowledge based on our life experience in the region, as well as archive documents; so it is tried to reveal the real factors behind the developments.
