The pole for technological innovation from the north of RS in the light of regional innovation systems: its evolution, the facilitating and limiting O Pólo de Inova o Tecnológica da Regi o Norte do RS à luz dos Sistemas Regionais de Inova o: sua evolu o, aspectos facilitadores e limitadores

The paper analyzes the evolution of the Technological Innovation Pole of the northern region of RS, inserted in the Program of Science and Technology Department of RS. The theoretical reference adopted is mainly based on the concept of Innovation Regional Systems. The method used was the case study with the incorporation of analysis subunits. The objective of the article is to identify the facilitative and limiting factors for the development of the Pole. Initially, three distinct phases were identified throughout its historical evolution. The main facilitative factors for the Pole were: constitution of a policy in the region; clear and explicit acting view; establishment of a governance method; researchers′ autonomy for the development of projects; knowledge transfer among the acting parts. Whereas the limiting factors of the Pole were: difficulty establishing trust among the acting parts; difficulty accessing financing sources, and difficulties managing the technology offer. Resumo O artigo analisa a evolu o do Polo de Inova o Tecnológica da Regi o Norte do Rio Grande do Sul, inserido em Programa da Secretaria de Ciência & Tecnologia do RS. O referencial teórico adotado baseia-se principalmente no conceito de Sistemas Regionais de Inova o. O método utilizado foi o estudo de caso com a incorpora o de subunidades de análise. O objetivo do artigo é identificar os fatores facilitadores e limitadores do desenvolvimento do Polo, tendo sido, inicialmente, identificadas três fases distintas ao longo da sua evolu o histórica. Os principais aspectos facilitadores para o Polo foram: constitui o de uma política na regi o; vis o explícita e clara da atua o; estabelecimento de uma lógica de governan a; autonomia dos pesquisadores para o desenvolvimento de projetos; e transferência de conhecimento entre os atores. Já os aspectos limitadores foram: dificuldade de estabelecer confian a entre os atores; dificuldade de acesso a fontes de financiamento; e dificuldades na gest o da oferta de tecnologia.
