Public procurement system in Ukraine: theoretical aspects

The article aims to analyze the role, tasks, functions and principles of publicprocurement system, to study existing approaches to determining of its nature and structure and todevelop the author’s own approach.The main tasks of the study is to analyze the functions of public procurements in their closerelationship with the functions of state financial control; to determine the role and place of publicprocurement as a tool for realization of the theories of welfare and social benefits; to study themain approaches to the definition of "public procurement" and its structure; to establish the mainprinciples behind effective public procurement system and the factors of influence.The study resulted in identification of the financial control point in the public procurementsystem of Ukraine and development of the author's approach to determining of the nature andstructure of public procurement system taking into account the need to control and monitor theprocess at every stage of purchase of goods and services.
