O Plano de A es Articuladas (PAR) e sua implementa o no contexto federativo brasileiro

The Joint Action Plan (PAR) and its implementationin the brazilian federal contextAbstractThis paper analyzes the Joint Action Plan (PAR) with a view to assess whetherthis provides details of construction and realization of the system of collaborationamong federal agencies as recommended by the Brazilian legislation. We usedqualitative methodology to analyze the documents governing the Plan. It was concludedthat PAR, as has been formulated and is being implemented, does not actas a factor that facilitates the collaboration, what it requires is that most actionsfocused on investment of financial and technical resources of the Union in subnationalgovernments. What happens to the PAR is the mere coordination of actionsby the Union of states and municipalities and non-cooperation regime.
