Research on the Social Security Function of Cultivated Land in a Hilly-Mountainous Region

Abstract:
Here,we determine a method for calculating the social security function of cultivated land plots and survey social security and cultivated land across three villages. Through this process, the mechanism underlying the social security function value of cultivated land was recognized,and a comprehensive system to promote social security functional balance between supply and demand, was constructed. The results suggest that the value of paddy field social security function per unit area in three villages is higher than that of dry fields. The social security function value of plots with a high multiple cropping index was generally greater than that of traditional planting plots, indicating that a higher multiple cropping index and economic crop proportion is better for social security function. The per capita cultivated land area of rural households and the per capita non-farm income of farmers had a negative impact on the social security function value of cultivated land. The net income of cultivated land per unit area had a positive impact on the social security function value of cultivated land. To promote balance between the social security function of the supply and demand of cultivated land,we should (1) enhance the social security supply capacity of cultivated land resources by increasing the amount of cultivated land resources;(2) improve the material goods output capacity of cultivated land resources;(3) weaken our dependence on the social security function of cultivated land resources by increasing non-farm income for rural households;(4) speed up the transfer of rural populations to urban areas,and (5) further strengthen the rural social security system.
