Development of Wind Resources and Large-Scale off-Grid Wind Power Industry in the Bohai Rim Region

Abstract:
The Bohai Rim Region includes Liaoning, Hebei, Shandong, Beijing and Tianjin. Based on the study of basic wind data for the Bohai Rim Region, we analyze the spatial distribution and evaluate the utilization of wind resources. Using data on socio-economic factors and the wind power industry in the Bohai Rim Region from 1997 to 2006, we analyze the regional development of wind power. Based on factors such as wind resource endowment, land use cover and existing and planned wind farms, this study lays out the graded evaluation of suitability for wind farm selection and the spatial distribution of large-scale off-grid wind power industry. The degrees of suitability include high, comparatively high, medium, comparatively low and low adaptability. Using this framework, we discuss the 1 850×104 kW development goals, projection of wind farm selection, and related goals of energy saving and emissions reduction, and then propose a tentative plan for constructing off-grid wind power industry and high-energy-consumption industry in the Bohai Rim Region, which includes mid-southern Liaoning Province and the Liaoning Peninsula, the Shandong Peninsula and northwest Hebei Province as an off-grid wind power industry base. Finally, we outline the spatial distribution of the off-grid wind power industry and relevant policies.
